Interesting question:

I have a neighbor who confesses that Jesus is his Savior and Lord.

He is in church every week, and he says he has never failed to tithe in the last 20 years.

He is constantly supporting charities and charitable events.

He is also the friendliest, kindest, gentlest, and most generous person I know.

He has a beautiful family and they homeschool their very polite kids.

He stands his ground for moral causes. He is pro-life, pro-marriage between a man and a woman, and loves America.

On weekends, I see him helping other neighbors with yard work or painting (if they need help).

He believes that faith without works is dead. (That is what he has told me).

Is he saved? Is he a believer? He says he is. How do you know? What is the evidence?

There is no fear in perfect love.  1j 4:16-18.  Perfect love has no fear because the fear is of punishment.  If you get the love right, the rest is taken care of.  So, I'd say it would be evident in their lives and agapao presenting itself.

But, they are saved by Grace before they are matured. 

I'd suggest if he's asking and trying to justify it, he's either been taught God is going to burn him in hell as the primary issue in the Gospel, or he's trying to justify.

If he is all you say he told you and reflects it in his everyday walk, I would have no doubt he was saved.
