 These twelve Jesus sent forth, and commanded them, saying, Go not into the way of the Gentiles, and into any city of the Samaritans enter ye not:
 DO YOU UNDERSTAND THE WORD OF GOD?
"...to make all men see"(Ephesians 3:9)

It was probably because Jesus had to fulfill the law first, before the Messianic message could be preached to the world/gentiles. After Jesus fulfilled the Mosaic law, the N.T. grace message was preached to the Gentiles/world.
"So then, stand firm and hold to the traditions :o which you were taught by us, either by word of mouth or by letter" (2 Thessalonians 2:15).

Jesus first advent was exclusively to Israel as He made abundantly clear in Mt.15:24, as well as in Mt.10:5-6.  The Church did not exist then because the Holy Spirit had not yet arrived, according to Jn.7:39, until at Pentecost, ten days after Jesus ascended into heaven, according to Acts 1:9 and 2:1-3.
